Understanding Estill County Releases
Estill County does not appear to run an active adult jail inside the county. Local detainees are commonly held at Three Forks Regional Jail in Beattyville, which is in neighboring Lee County. That geography changes the search. The jail answers the physical-custody question, while the Estill court may hold the order that explains why custody changed. Kentucky Department of Corrections records become relevant when a sentenced state felon is held at Three Forks or moves into the state system.
Release means the person left a particular custody setting. It does not always mean every restraint ended. Bond, recognizance, dismissal, time served, probation, shock probation, parole, mandatory reentry supervision, sentence expiration, and conditional discharge can all lead to a person leaving a cell. A transfer to another jail, DOC, treatment, BOP, or ICE also removes a name from the source roster. That last group is a change of custodian, not a return to the community.
A missing name on the Three Forks current list is a clue only. Confirm the event with the jail record, court disposition, DOC release report, or responsible federal agency.
Estill County Release Types
The label on the event matters because it identifies both the authority and the next place to verify the person. Three Forks may process a local bond or court-ordered release. Kentucky DOC may record a state offender beginning parole, shock probation, mandatory reentry supervision, conditional discharge, or minimum-expiration discharge. A detainer can cause one authority to release the person straight into another authority's custody.

Read Estill Release Records
A useful Estill County release record ties a named person to one custody episode and states when and how that episode ended. It should be read beside the booking or case identifiers. A name alone is weak evidence, especially when aliases or common names are involved. The “released from” facility is the place that gave up physical custody, not necessarily the person's home county, destination, or final supervising office.

Kentucky DOC's dated Daily Releases reports use a narrower event inventory: DOC number, name, type of release, released-from facility, and highest felony class. Those reports preserve event labels such as minimum expiration, shock probation, and mandatory reentry supervision. They cover the state corrections population, including some state inmates in local jail beds. They do not claim to contain every person who bonded out of Three Forks.
Request Estill Release Records
When no public release view exists, ask the actual custodian for a narrow existing record. Three Forks holds its booking and release entry. The Estill clerk holds the case record. DOC holds state offender and discharge material. Kentucky agencies respond to requests for records they possess; they need not answer a broad question, perform research, or create a new custom list.
- Identify the custodian by custody type. Use Three Forks for a regional-jail episode and DOC for a state sentence.
- Give the full name, known identifier, facility, booking date, and a bounded date range.
- Ask for the existing booking/release sheet, release date and time, release type, transfer destination if public, case number, and existing booking photo.
- For DOC, request a notice of discharge, resident record card, parole certificate or order, release type, and released-from location as needed.
- Save the response with the agency name, access date, and identifiers used. Compare it with the court or status record.
DOC accepts written offender-record requests through its open-records process. Email may be sent to correctionsopenrecords@ky.gov, and mailed offender requests go to the Division of Public Affairs, Open Records Coordinator, P.O. Box 2400, Frankfort, KY 40602. DOC publishes a five-business-day response period under KRS 197.025. Its listed charges are ten cents per released paper page, one dollar plus postage for a CD, and about two dollars and fifty cents plus postage for a USB drive. Three Forks hours, photo fees, and a special release-record form were not verified, so call 606-464-2598 before visiting.
Retention for a removed Three Forks roster entry was not stated in the reviewed sources. The DOC Daily Releases archive reaches back for years, but that does not prove a legal retention term for every discharge file. Ask for the record instead of assuming it has been destroyed. A sealed, expunged, juvenile, confidential, or otherwise protected record may be restricted. Do not try to rebuild protected facts from copied pages.
Note: A precise request for an existing record is more useful than asking an agency to decide whether a person was released.
Estill Release Record Laws
The Kentucky Open Records Act, KRS 61.870 through 61.884, generally reaches records prepared, used, maintained, or held by a public agency, subject to exemptions. A request must describe the desired records with reasonable detail. Privacy, law-enforcement harm, preliminary material, and other laws can support withholding or redaction. DOC also follows its corrections-specific rule in KRS 197.025.
Expungement and sealing may restrict what remains public in CourtNet or an agency file. A missing court entry after lawful expungement does not show that no custody episode once existed. It shows only that the public access path has changed. Kentucky's KRS 61.8746 separately restricts a commercial pay-for-removal use of booking or official inmate photos. It is not a blanket order requiring all government mugshots to be online or removed.
Why Estill Release Records Split
Estill's most important records quirk is geographic. Three Forks is in Beattyville, Lee County, yet an Estill criminal case remains with the Estill court. The jail roster answers whether the person is shown at the regional facility now. The CourtNet case search or Estill clerk can supply the bond action, dismissal, sentence, probation order, jail credit, or later disposition that explains why the listing changed.
A court order and physical release may not occur at the same moment. Processing takes time, another case may impose a hold, or a different agency may accept custody. Likewise, bonding out does not end the pending case. Match the court event with the jail release date before calling the result final.
Why is the person gone from the roster? The current list cannot distinguish community release from transfer. The source release entry and Estill case record resolve that uncertainty.
Search Estill County Releases
Begin by classifying the custody in question. An Estill arrest followed by a short local stay calls for Three Forks and the Estill court. A sentenced Kentucky felon calls for KOOL, DOC Daily Releases, and possibly District 8. A federal sentence calls for BOP. Civil immigration detention calls for ICE. Mixing these sources can produce a false match because each agency answers a different custody question.
- Search the Three Forks current list only to see whether the person is displayed now. Absence is not proof of release.
- Check Kentucky VINE for a custody event. Read “release” and “transfer” as different events, then verify the alert with its source.
- For a state-sentenced person, search KOOL by minimal accurate identifiers and inspect location, supervision, and projected-date fields.
- Check the dated DOC Daily Releases archive for an actual state-system release event and its released-from facility.
- Use CourtNet or the Estill clerk to find the order or docket event that authorized a local custody change.
- Use BOP or ICE only when the facts show federal criminal or immigration jurisdiction.
- Request the booking-and-release sheet or formal discharge record when the public systems do not settle the question.
Compare full name, aliases, date of birth or age when lawfully shown, booking or DOC number, case number, conviction county, and facility. One wrong KOOL field can suppress a valid result. One shared name can create a false one. If identifiers do not align, leave the match unresolved.
Estill DOC Release Lookup
The Kentucky Offender Online Lookup, known as KOOL, is the main person-level source for a sentenced state offender. It can show a prison or supervision location, supervision status, projected release information, offenses, identifiers, and a photo when available. DOC says updates aimed at accuracy occur daily, but newer information may not be final for 120 days. Use a few accurate fields first, then narrow the result.

The DOC Daily Releases archive supplies the stronger actual-event check. A Three Forks release may appear there when the person is a state offender in a local jail bed. An ordinary local bond release usually will not. This boundary prevents a negative DOC search from being mistaken for proof that no local release occurred.
Estill DOC Daily Releases
Kentucky's dated release PDFs preserve details that a rolling jail widget would lose. Each report identifies the offender, release type, and released-from facility. Those fields distinguish minimum expiration from shock probation, mandatory reentry, conditional discharge, court action, or a detainer-related event. A local detention center can appear because Kentucky houses some sentenced state felons in county and regional jails.
The archive is broader in time than a 24-hour or 72-hour display, yet narrower in jurisdiction. It is excellent evidence for DOC-managed releases. It does not list every pretrial release from Three Forks. Search the relevant dates, retain the report date, and compare the DOC number before treating a row as the same person.
Estill Recent Release Records
Three Forks does not publish a verified official rolling recent-release feed. Its official page embeds a current JailTracker list. That list shows who is displayed now, not who left during a chosen day. The lack of a name might reflect release, transfer, spelling, or delayed data. For an exact one-day or three-day period, ask whether the jail maintains an existing release log and identify the interval with beginning and ending timestamps.
If no log exists, request individual booking-and-release sheets for the known person and date range. VINE can provide an event clue, and CourtNet can explain the legal action. For DOC-managed people, search the Daily Releases archive. The Estill County 24-hour release process gives a narrow same-day request path; it must not be confused with the live roster.

Verify Estill Post-Release Supervision
Leaving confinement may begin parole, probation, shock probation, mandatory reentry supervision, or conditional discharge. These terms are not interchangeable. KOOL offers the first public check through supervision status, county, location, supervision-begin date, and an abscond marker when applicable. A field-office location supports community status, but recent or unclear entries should be checked with DOC.
Estill has a District 8 satellite at 125 Main Street in Irvine, phone 606-723-3313. That local office can help verify whether a public KOOL status or location is current, subject to operational and privacy limits. An absconded label means DOC reports a loss of supervision contact. It is not proof of a new offense. Final discharge is different again: it means the controlling sentence or supervision authority reached its recorded end.
Estill Release Alerts and Transfers
Kentucky VINE receives custody information from county jails and state prisons and can send phone or email notices for events such as release, transfer, escape, or an upcoming parole hearing. Search by partial name or offender ID, compare the facility and identifiers, and register on both jail and DOC entries if both apply. A transfer notice does not mean community release.
VINE is fast notice, not a certified release sheet. Kentucky users received erroneous release alerts during a documented data problem in February 2026. A surprising notice should be checked at once with Three Forks, KOOL or Daily Releases, and the court. Silence from VINE is also not proof that custody continues.
Federal custody requires separate tools. The BOP Inmate Locator may preserve a federal release date, but it says nothing about an ordinary Estill jail case. The ICE Online Detainee Locator may display a person released from ICE custody within a limited recent period. A Three Forks handoff to either federal system is not community release.
Where Estill Release Status Appears
The most reliable source depends on both jurisdiction and time. A current-custody system answers who is held now. An event record answers what changed. A court or supervision record explains the authority that followed.

Correct an Estill Release Record
The correction path follows the source of the error. Send a booking or release-entry error to Three Forks. Send a KOOL, Daily Releases, or state discharge error to DOC. Send a docket or judicial-order issue to the Estill clerk. Fixing one source does not ensure that VINE, a copied photo, or another agency system updates at the same time.
A precise request should cite the booking number, DOC number, or court case number and name the exact field believed to be wrong. Preserve the source URL and access date. Ask for correction at the originating office, then check downstream sources after the agency acts. Photographs and search snippets are weak substitutes for the event record.

No single result settles every system. Start with the authority that actually held the person, then corroborate the release through the agency event record and the related court or supervision source.
