Verify Estill County Supervision

Estill County parole and probation records answer whether a person who left custody remains under Kentucky authority in the community. Parole, probation, shock probation, mandatory reentry supervision, and final discharge are separate legal states. A current corrections record can identify the supervision county and field office, while the local supervising office can help verify an unclear public status. To verify Estill County post-release supervision, match the person carefully, read the exact label, and distinguish release from confinement from the later end of the sentence.

Estill Parole and Probation Compared

Parole releases an eligible person from incarceration under a Kentucky Parole Board order and conditions. It does not erase the sentence. Probation ordinarily rests on a court order and can avoid or follow confinement, depending on the case. Both may be supervised by Kentucky DOC Probation and Parole, but their legal source and records differ.

Shock probation is a court-authorized release after a period in custody. Mandatory reentry supervision, or MRS, places qualifying people under supervision before projected completion and is treated as parole by statute. Conditional discharge and postincarceration supervision have their own rules. The exact label matters because it explains why confinement ended and which authority remains.

Conditional release from incarceration under Board authority.
Probation
Court-ordered community supervision.
Absconded
DOC reports lost supervision contact or noncompliance.
Final discharge
State correctional authority has ended, not just physical custody.

Verify Estill Post-Release Supervision

KOOL is Kentucky's public person-level starting point. Search with the least data needed to return likely matches, then use a DOC or PID number to separate people. Review Supervision Status, Location, County of Supervision, the supervision-begin date, and any abscond marker. A field-office location instead of a prison supports community status, but a recent or unclear entry still needs confirmation.

  1. Search KOOL by name and confirm the DOC or PID number.
  2. Read the exact Supervision Status and County of Supervision.
  3. Note the field-office Location and supervision-begin date.
  4. Check any abscond marker without treating it as proof of a new crime.
  5. Call District 8 to ask whether the public status and location are current.
  6. Use the Estill court record or Parole Board order for the legal authority.

KOOL warns that newer information may not be finalized and that accuracy is not guaranteed. Preserve the access date, displayed labels, and identifiers. If the question is whether incarceration actually ended, compare the KOOL status with a dated DOC Daily Releases report. If the question is why probation began, compare the Estill sentencing order.

Estill County District 8 Office

Estill County has a local District 8 satellite in Irvine. This matters because the regional jail is in Beattyville and the district headquarters is in Richmond. A KOOL record naming Estill as the supervision county can be checked through the local office rather than guessed from the main-office address.

The official District 8 page also lists the main office at 1036 Amberly Way, Suite C, Richmond, KY 40475, phone 859-623-3297. Public hours for the satellite were not verified, so call before visiting. Staff may be limited by privacy, safety, and operational rules. Ask whether the public KOOL status and office location are current rather than seeking confidential case-management details.

Note: The Irvine satellite verifies community supervision; it is not the custodian of Three Forks booking photos or jail release sheets.

Estill Supervision Violations and Absconders

Supervision conditions come from the controlling court order, Board order, statutes, and DOC rules. A public status cannot supply every individual condition. Failure to report or another alleged violation can lead to enforcement, a revocation process, or a change in status, but the public should not infer the result before the responsible authority acts.

An “absconded” KOOL label means DOC reports loss of supervision contact or noncompliance. It is not a general Estill County wanted list. It does not by itself prove a new offense or show that a warrant remains active. Record the displayed identifier and contact District 8 for the current public status. CourtNet may show a related court action, but the exact order controls.

Kentucky VINE can send some custody-change and parole-hearing notices. It is not a supervision case file. A VINE alert can also be wrong or describe a transfer, so corroborate it through KOOL, District 8, the court, or the source agency before drawing a conclusion.

How Estill Supervision Ends

Release and discharge occur at different points. A person may leave Three Forks or a state prison and remain subject to a sentence through parole, MRS, probation, conditional discharge, or another form of supervision. Final discharge means the relevant state correctional authority has ended. It should not be inferred merely because physical custody ended months or years before.

The Kentucky Parole Board has authority to grant final discharge to qualifying parolees. Seek a final discharge order, maximum-expiration evidence, or the responsible agency's record when the issue is complete termination of state authority. KOOL can provide a current clue, but no result alone may also reflect spelling, non-DOC jurisdiction, newer data, or a record no longer displayed.

The Estill County released-inmate records path explains how to pair the custody event with the court and agency record. A DOC Daily Releases row proves a DOC-system release event, not the end of every local charge, hold, or other sovereign's custody.

Estill's Local Supervision Check

The Irvine satellite is Estill County's distinctive verification point after KOOL changes from confinement to a community location. It connects a statewide record to a local office. The Three Forks custodian still controls the regional-jail booking and release entry, while the Estill clerk controls the judicial file. One office cannot certify all three systems.

This split also explains why “released” should not be used as a synonym for “discharged.” A person can leave the Beattyville jail, report to the Irvine supervision office, and remain under a court or Board order. The source sequence should follow the question: jail for the exit, KOOL and District 8 for current supervision, and the court or Board for authority.

Correct Estill Supervision Records

An error must be taken to the office that owns the record. Contact Three Forks about its booking or release entry. Contact DOC about KOOL, sentence, discharge, or supervision data. Contact the Estill clerk about the judicial case. Correcting one source does not automatically update VINE, another agency, or a copied image.

A useful correction request identifies the person and exact field without sending excess personal data. Cite the booking number, DOC or PID number, or case number. State what is wrong, provide the record that supports the correction, and ask for the custodian's response. Kentucky DOC open-record requests for offender records may be sent to the Division of Public Affairs, Open Records Coordinator, P.O. Box 2400, Frankfort, KY 40602, or correctionsopenrecords@ky.gov.

Note: Preserve the agency, URL, access time, identifier, and precise label when a public supervision record appears inconsistent.

Estill Supervision Authority Records

The supervising office verifies current DOC supervision, but the legal source may lie elsewhere. A parole case begins with Board authority. The Kentucky Parole Board schedules and monthly eligibility lists show expected consideration, not a grant. No complete official public decisions database was identified. Use the final decision or order when the exact outcome matters.

A probation or shock-probation case rests on the Estill court file. Search CourtNet by case number when possible, then obtain the underlying order if a docket code is unclear. The court record can show sentencing, probation, revocation, or an order that changed custody. Physical release may occur later due to processing or another hold, so pair the order with the agency event record.

A parole grant also may be contingent. Program completion, release planning, a statutory minimum, notice, or a detainer can delay the physical event. DOC Daily Releases provides the public cross-check after release. KOOL then helps show whether the person moved to an Estill County field-office status.

Estill MRS and Final Discharge

KRS 439.3406 directs mandatory reentry supervision for qualifying people who were not granted discretionary parole. It begins before projected sentence completion and is treated as parole. Statutory exclusions include several sentence, custody, offense, and supervision-history categories. The public record should show the actual status rather than assuming every state prisoner receives MRS.

MRS makes the difference between physical liberty and final discharge easy to see. The person has left confinement but remains subject to parole-style authority. A violation can lead to a later custody event. Only a discharge or maximum-expiration record answers whether that authority has ended.

For a precise Estill County finding, place the dates in order: actual release, supervision begin, any later violation or return, and final discharge. Do not substitute projected release or parole eligibility for any of those events. The record type should remain in the conclusion.

Conditional discharge and postincarceration supervision also require their own labels. Their conditions and end dates arise from the governing law and order, not from the broad fact that the person once left custody. If KOOL uses a status that differs from the court docket, ask District 8 which public record is current and obtain the order before resolving the conflict.

Supervision can cross county lines. County of Supervision identifies the office responsible for the current community record; it need not match the conviction county, arrest location, or jail building. Estill should be confirmed from the displayed field and local office, not assumed from an old Three Forks booking. A move, transfer of supervision, revocation, or new sentence may change the responsible district.

When a person returns to custody, the new confinement event does not erase the earlier release. Build the timeline from agency records. A release report proves that the physical event occurred on its date. A later KOOL prison location proves a later status. The revocation or court order explains the authority linking them.
